The OneNote MultiCreate PowerToy makes it easy to create a list of pages in OneNote.

When the tool is run, it allows the user to specify a OneNote section and a newline-separated list of pages to create. If the clipboard contains text, the page list will default to that text. The number of pages to be created appears at the bottom of the list. A button is provided to select the new or existing OneNote section to insert into.

When the Create button is clicked, then a OneNote page will be created for each line in the textbox:

In summary: if you have a list of OneNote pages you would like to create, then copy the list to the clipboard, run the tool, and click Create.

The installer creates an icon for the PowerToy; after installation, click the shortcut to launch it.
